Lars Lange, an officer for Berlin's Public Order Office, patrols the city with fanatical zeal. His mission is to eradicate the slightest infractions: incorrectly parked bicycles, overly loud conversations, unauthorized posters. Each day becomes an absurd hunt for 'disturbers of the peace,' with Lars acting as both judge and executioner. His obsession with order peaks when he begins to stalk a neighbor whose life seems to him a model of chaos. In this satire on bureaucratic madness and German pedantry, every fine is a step toward personal ruin. The film explores how the pursuit of absolute control erodes humanity, turning the city into a battlefield for silence where there are no winners.
